Thomas Vale claimed he was Harbor One.
Marcus did not believe him.

During interrogation, Vale smiled.

Payments moved through multiple institutions, but every route passed through one medical foundation.

Linda had created it after her younger brother died from a brain injury.
She served as honorary chair.
The foundation was managed by Dr. Caroline Reed, Linda’s closest friend.
Caroline had treated Rachel after a childhood accident.
She attended Jessica’s bridal shower.
She had unrestricted access to the hospital where Rachel activated Black Echo.
Security footage showed Caroline entering the emergency ward thirty minutes before the agents arrived.
She approached Rachel’s wheelchair while pretending to speak with a nurse.
She touched the tactical vest.
That was when the Glass Harbor file was removed from Rachel’s drive.
Jessica’s shoe had contained only one copy.
Caroline had stolen another.
Marcus ordered her arrest.
Her home was empty.
Inside, agents found an operations room filled with Meridian records.
Photographs covered one wall.

Evan.
Richard.
Rachel.
At the center was Linda.
Not because Linda led the network.
