Chapter 25 - General Hayes Retires Again
General Hayes had technically retired before the ceremony.
The reopened investigation pulled him back into public life.
Three years later, he stepped away again.
This time, Evelyn attended his private farewell.
He walked with a cane but refused assistance until the stairs.
Then he looked at her.
“Captain?”
She offered her arm.
He took the uninjured one.
The symbolism was not lost on either of them.
At the podium, Hayes spoke about institutional courage.
He admitted the military failed Evelyn.
“Organizations often celebrate bravery after making truth survive alone,” he said.
“We must learn to protect the person speaking before history proves them right.”
He announced a new whistleblower protection fund supported by Vale-Porter Systems.
It would provide legal assistance to service members reporting contractor misconduct.
Evelyn had designed it with Claire.
After the ceremony, Hayes gave Evelyn the cream citation folder.
“I kept the original report long enough.”
Inside was the paragraph hidden beneath his hand during the Purple Heart ceremony.
Captain Porter returned through active structural collapse, located the wounded commanding officer, and carried him across approximately two hundred feet under hostile fire.
Evelyn read it slowly.
For years, those words had been sealed.
Then denied.
Then weaponized.
Now they belonged to her.
Hayes said, “You saved my life.”
Evelyn closed the folder.
“You spent years returning it.”
They embraced.
